A community in Webster County, Cowen, WV was incorporated in 1899, and named for John F. Cowen, director and one of the principal stockholders in the West Virginia & Pittsburgh Railroad (http://www.wvrailroads.net/index.php/West_Virginia_%26_Pittsburgh_Railroad) (WV&P), which was later aborbed by the Baltimore & Ohio Railroad (B&O).
