New Cumberland is the county seat of Hancock County. The community was laid-out in 1839 by John Cuppy and was originally known as "Cuppy Town" and "Vernon." The name was changed in the 1850s to New Cumberland, but the community was not incorporated until 1872. New Cumberland was chosen "out of deference to the wishes of the purchasers of the land" during a lot-sale conducted by John Cuppy.
